Marcel Brétisey in Switzerland has built many pendulums. His website also shows a lot of other fun projects and his excellent skills.
Permanent Pendulums in the Netherlands:
Axel, Watertoren (Water Tower)
Brouwershaven, Grote of st. Nicolaaskerk (Church)
Lattrop, Cosmos observatory. This pendulum was made by Piet van der Hoeven. He also made the pendulum in Oldenzaal.

Oldenzaal, Thij College.
This Piet van der Hoeven also built a pendulum in the Thij-college in Oldenzaal. Video
The Technica Assistant in that school gave me a drawing by Piet which shows some constructional details of the suspension.
The pendulum uses a Charron ring, but above it sits a tube drilled with several diameters to let the wire "gently bend".
I made a partial translation of the description of the Thij pendulum. Some interresting details can be seen, incl. a construction drawing of the top mount
